1. What is K.C.E.M.T?
The Kenya Council of Emergency Medical Technicians is a formally established group dedicated to ensuring that high quality pre- hospital emergency care is available to the residents and visitors of Kenya. The council will be made up of volunteer members representing Ambulance providers, fire and rescue services, Hospitals and other health and emergency Management workers who meet the membership requirements as set out by the councils bylaws. The council shall co-ordinate a systems approach for providing pre hospital Emergency Medical Services. Its policy has responsibility for effective and efficient management of the integration of all EMS system components. The council’s work shall be carried out with the assistance of various committees.

Some of the services that the Council shall provide or support will include-:
  • Record keeping (Data Bank)
  • Identification Badges, Cards and certificates of all EMTs
  • Maintenance of a reference library on EMS publications
  • Hold an annual EMS conference · EMS banquet and awards
  • EMS Newsletters and Brochures publications
  • Continued medical education Courses
  • EMS protocol development
  • Hold EMS Shows and exhibitions
  • Set up a Community college for all EMS related Courses

2. How can I join the Council?
Council membership is open to interested individuals. Preference will be given to those who have skills or expertise that would benefit the EMS system and those who have shown interest in the council through attendance and participation in council meetings and its activities. Interested persons may complete and submit a membership application form. If representing an EMS organization, a letter from that organization is required.


The council will continually strive to ensure that everyone in Kenya will have access to the highest quality of Pre- Hospital emergency care delivered in accordance with the expected level of treatment and received in a timely fashion. This is to enhance the government primary health care concept, Community based health workers and community based Pharmacies Concept whom the government is signatory to.

The purpose of the council is to co-ordinate emergency medical services in Kenya. In pursue of this purpose, the functions of the council are: -
  • To determine what emergency medical care resources (manpower, facilities and operations existing within Kenya and to maintain an accurate index of these resources

  • To determine whether this resources can meet local, regional and national standards and are they sufficient in quality and quantity to meet the country's total emergency care needs.

  • To develop and maintain a programme for evaluating the quality of the systems performance at all levels.

  • To develop a plan and establish priorities for amplifying the strengths and correcting the deficiencies of the system existing in Kenya

  • To act as a liaison among all emergency medical service agencies within Kenya and internationally

  • To initiate, co-ordinate and evaluate educational and training programmes in emergency medical care for Emergency Medical Technicians, Nurses, Physicians, Public safety personnel and the general public.

  • To oversee the effective operations of the Kenya's coordinated emergency Medical Communications system

  • To make determinations of public need for the establishment of new ambulance services, invalid coach services and first response rescue services

  • To develop plans for funding emergency medical services system of Kenya from the public and provide sources in the immediate future and on a continuing basis

  • To advise the health planning agencies and organizations of local government with respect to emergency medical services in Kenya and to report periodically to these agencies its findings and recommendations

  • To work collaboratively with the Kenya emergency Medical Advisory Committee to fulfill its responsibilities as defined in the Kenya's Public health law.
